Within the conference programme of Photonics. World of Lasers and Optics 2022, a meeting of the Council of Chief Technologists was held. The topic of the meeting was "Import dependence of the industry in the current conditions and the consequences of the impact on the national economy".

Oleg Bochkarev, Deputy Chairman of the Board of the Military-Industrial Commission of the Russian Federation, opened the meeting by saying: "Technologists today face the task of ensuring import substitution of high-tech products that we used to buy in different countries. We need to understand how much foreign technology we use and which of it needs to be replaced with domestic technology".

A keynote speaker, Sergey Popov, Deputy General Director for Advanced Research and Development at Shvabe, Head of the Priority Technology Direction for Optoelectronics and Photonics Technologies, suggested holding the event in the form of a discussion to identify problems, discuss them in the professional community and find solutions that are possible in the current situation. "Under sanctions, the advantages of the international division of labour become unavailable, and the notion of import-independence comes to the fore," stressed Sergey Popov.

The participants in the meeting considered the issues of integrated development of key technologies in optoelectronics and photonics in the Russian Federation within the framework of raw material independence, import substitution, and development of new technological directions. They discussed the problems of forming key technological competencies and diversifying key technologies in the interests of the national economy.
