Leading Russian enterprises, developers and manufacturers of diode lasers and laser systems based on them – NPP Inject OOO and Lassard OOO - are traditional exhibitors of the Photonics. World of Lasers and Optics International Exhibition. This year the latest achievements of these enterprises in the field of diode lasers, solid-state amplifier modules (quantrons), fiber and solid-state lasers were presented at the stands. In addition, Lassard OOO presented a line of opto-mechanical components with high-quality samples of rigid and kinematic holders, transducers, platforms, optical tables, etc., which are not inferior to foreign analogues, and in terms of price/quality criterion are superior to the specified analogues.

The attendance at the exhibition was quite high, for example, the number of professional visitors to the Lassard stand amounted to more than 700 professionals from various organisations.

Among other Photonics exhibitors, we would like to highlight the world-renowned IPG Photonics, a manufacturer of all types of fibre lasers, whose scientific, technical and production achievements are a beacon for other developers and manufacturers of fibre laser technology.

Of particular interest to us are the Russian enterprises producing optical materials and components. The stands of production companies Elektrosteklo, Macrooptica, Exiton, Crystals of Siberia, Crystalline Optics, etc. exhibited passive, nonlinear and active optical components of rather high quality. The presence of these products in Russia undoubtedly contributes to further development of Russian enterprises in the laser, optical and optoelectronic industry. The availability of domestic fibre-optic components in the Russian market was demonstrated by the Perm Scientific and Production Instrument Company, Optic Fiber Systems, Fiber Components, FORC-Photonics and others.

The Russian universities - Bauman Moscow State Technical University, Tomsk State University, ITMO University, Saint-Petersburg State Marine Technical University, Saint-Petersburg State University of Aerospace Instrumentation - which demonstrated their advanced developments at the exhibition, also draw attention. Importantly, they were attended by undergraduate and postgraduate students, and this gives hope that in the near future Russian enterprises working in the field of photonics will be provided with highly-qualified personnel.

At the scientific and practical conferences held in the course of the exhibition there were reports made by specialists on the state of affairs and prospects in all the areas of development and practical use of laser, optical and optoelectronic technologies in the Russian Federation.

The exhibition demonstrated great opportunities for application of laser technologies in machine-building, healthcare, agriculture, modern and advanced communication systems and information and communication technologies, robotics, adaptive technologies, etc.

I should add: the concern of many specialists and participants in the exhibition about further development of the industry in the current situation with external supplies was evident. For example, S.N. Sokolov, a representative of NPP Inject, analyzing the working conditions of domestic scientific and technical enterprises, prepared proposals aimed at increasing the efficiency of Russian enterprises. I fully support these proposals and ask to support addressing them to the governmental bodies responsible for the development of Russian scientific and technical organisations and enterprises and increasing the production of knowledge-intensive products.

In order to improve the efficiency of operations and reduce the time needed for R&D, it is proposed to introduce a moratorium for 3 years on the application of the requirements of Federal Law No. 223-FZ of 18 July 2011 "On the procurement of goods, works and services by certain types of legal entities" and, respectively, the Uniform Industry Procurement Standards used by State Corporations for procurement procedures in scientific and technical organisations and enterprises. Such S&T organisations carrying out activities in accordance with OKVED-2: 72.19 scientific research and development in the field of natural and technical sciences shall be entitled to carry out procurement based on S&T substantiations prepared by S&T specialists of the enterprises/organisations.

It is proposed to urgently set up an EMS express mail service (operating in the Russian and Chinese state postal systems) to transport exported/imported small items up to 30 kg from/to Russia to/from China, India, Iran, Pakistan, South Africa, Brazil, Argentina, Mexico, Indonesia, Singapore, Malaysia, Mongolia and others, to coordinate refined tariffs and direct shipping routes and regulations. In addition, prepare and conclude an agreement between Russian Post and leading express company SF Holding Company Limited (PRC) to organise a reliable channel for direct PRC-Russian export/import cargo under contracts between PRC-Russian companies with appropriate customs clearance procedures.
